Substance abuse has been a growing problem in Dallas for many years, prompting the rise of numerous prevention organizations in the city. In the mid-2000s, an epidemic of “cheese Heroin” led to the deaths of more than 25 adolescents and young adults in the city. Cheese Heroin is Mexican Black Tar Heroin mixed with crushed over-the-counter sleep medications, like Tylenol PM. The combined powders are then snorted, resulting in a short-lived high that is quickly followed by withdrawal.

Addiction Treatment Services In Dallas
The Texas DSHS funds mental health and substance abuse treatment programs all over the state of Texas.
In Dallas County, there are currently 13 facilities funded by the DSHS that provide cost-effective treatment services.
The Council on Alcohol and Drug Abuse—most commonly referred to as “The Council”—is a community-based organization in Dallas that provides prevention and intervention services. The organization has been working to reduce the impact of drugs and alcohol in its community since 1946. Some of The Council’s programs include:
- Alliance on Underage Drinking
- Dallas Area Drug Prevention Partnership
- A substance abuse helpline
The Dallas County Community Supervision and Corrections Department (CSCD) provides substance abuse treatment services for offenders in the county. The CSCD runs an inpatient treatment center in Wilmer, Texas, called the Judge John C. Creuzot Judicial Treatment Center. The facility offers several treatment programs for both men and women. The CSCD also runs the Dual Diagnosis Center (DDC) in Wilmer for offenders with co-occurring mental disorders. The CSCD provides assessments and treatment referrals, as well.
For youth in Dallas County, the Juvenile Department Substance Abuse Unit (SAU) helps adolescents and their families struggling with drug and alcohol abuse. The SAU provides the following services:
